Establishment of the Foundation
Halis Toprak Foundation was established in 1996 for the purpose of making contributions to fulfillment of some of the responsibilities vested in the government, and direction of the donations and aids granted by the Toprak Family as well as the Group Companies solely to educational and healthcare initiatives under a corporate approach. Founders of the Foundation are Mr. Halis Toprak and Halis Toprak Holding Co. Inc. The Foundation has obtained a tax exemption under the Resolution of the Council of Ministers dd. 25.02.1999.
Objectives
Objectives of the Foundation are declared as follows in the Memorandum of Association:
- To establish, equip and operate healthcare facilities, nurseries for the weak, desolate and old people, orphanages for children at such places and in such manners to be approved, and make contributions to present or future healthcare facilities;
- To have schools, libraries, workshops, laboratories, and student’s dormitories constructed at such locations to be approved;
- To fulfill the tasks assigned in respect of education and healthcare facilities whose management or supervision are entrusted to the Foundation by the public authorities subject to the approval of the Board of Directors;
- to support talented students in need of pecuniary assistance in various ways to allow them to receive education;
- To provide young people, who attend educational, specialization, and training programs in the country or at abroad, and persons who have achieved a superior success in science, art, or similar fields either at international or national level, with pecuniary aids as well as aids in kind such as scholarships, awards and credits;
- To provide people having had higher and professional education with educational opportunities in order to enable them to conduct advanced specialization studies in the country or at abroad, and improve their professional knowledge;
- To make contributions to education and healthcare facilities funded by general, private, and annexed budget institutions;
- to train healthy-minded intellectuals with who have a contemporary scientific mind, and examination and exploration skills, and favor national ideals;
- to establish non-profit higher education institutions as well as units and application and research centers affiliated with them,
- to allow performance of scientific researches, issue publications, organize seminars and scientific meetings, and cooperate with foreign educational institutions for this purpose;
- to perform activities and initiatives for the purpose of improving education and health level of the country, and make contributions to the non-profit public and private organizations established for the same purpose.
If the Objectives are needed to be stated in Brief;
- to support talented students in need of pecuniary assistance in various ways;
- to establish schools, libraries, laboratories, student’s dormitories, and healthcare facilities;
- to make contributions to educational and healthcare organizations operated by the Government;
- to establish and operate orphanages for children, and rest homes for the aged;
- to provide persons, who have achieved superior successes in science, art, or similar fields either on international or local level, with pecuniary aids as well as aids in kind such as scholarships, awards and credits provide persons who have achieved superior success either internationally or nationally in science, art and in similar fields with pecuniary aids and aids in kind such as scholarships, awards and credits.
Revenues of the Foundation
Revenues of Halis Toprak Foundation are comprised solely of the donations granted by Mr. Halis Toprak and the Group Companies, shares of profit received from the Holding Companies, and the revenues derived from properties of the Foundation. .
Activities of the Foundation
Activities and initiatives performed by Halis Toprak Foundation pursuant to the above-mentioned objectives may be summarized as follows;
Scholarships for University
Studies: Foundation has been granting scholarships for university studies to successful students in need of pecuniary assistance since the academic year of 1997-1998. As of the first semester of 2004-2005, a monthly scholarship of YTL 110.00 is paid to each student identified through a close cooperation with universities, and also book allowances are granted at the beginning of each academic year. These grants are of the pure complimentary nature which does not stipulate any repayment or compulsory employment. At present, 45 students benefit from the scholarships for university studies, and number of these students increase in each academic year
Educational Grants
of Social Nature: Foundation has been making educational
grants of social nature to successful students of primary and
secondary schools in need of pecuniary assistance since the
education year of 1997-1998. At present, 135 students from various
regions of Turkey benefit from these complimentary educational
grants of social nature with a monthly amount of YTL 30.00, and book
allowances granted at the beginning of each education year.
Furthermore, third year students of high schools are allowed to
attend preparatory courses for entrance to universities.
Scholarships for
Studies at Abroad, and Grants for Postgraduate Degrees:
Foundation also offers educational grants at various levels to
university students who represent our country at foreign schools
successfully as well as postgraduate students in the country and at
abroad.
Donations of
Books, Course Equipment, and Materials to Schools:
Foundation has been granting donations to universities as well as
schools of the ministry of national education including preschool
educational organizations for establishment of libraries and
laboratories, supply of course equipment and materials as well as
computer facilities, and reparation of school buildings since its
incorporation.
Donations and
Grants to Healthcare Organizations: Foundation continues to donate medical devices to healthcare organizations of the ministry of health as well as universities, furnish hospital rooms, and supply other machinery items and building repair materials required by these organizations
Donations to Nurseries and Rest Homes,
and Other Aids: Foundation provides all kinds of aids to
the children and the aged residing at nurseries and rest homes
constructed by the Group Companies, and offers all kinds of
assistance to the facilities operated by the State. In addition to
its continuous activities in the field of education and healthcare
which are carried our under an institutional framework, the
Foundation also fulfills its responsibilities in other areas
whenever required. For example, total 650 individuals were provided
with foodstuffs and clothes following the earthquake disaster on the
August 17th.
Facilities
Halis Toprak Foundation had started constructing various facilities in the third year of its incorporation for the purpose of realizing its objectives in order to sustain educational and healthcare services through establishment of permanent works.
For this purpose, Group Companies have constructed a 6-storey nursery home for orphan and indigent children with a capacity of 144 individuals in Eskişehir, and a 5-storey rest home for the old and dependent people with a capacity of 100 beds in Adapazarı. These facilities have been transferred by the relevant companies to the Foundation. Operation of the facilities, which were put into service in 1997, was vested in sole discretion of the Agency for Social Services and Protection of Children, and usufruct rights thereof have been transferred to the said Agency. Accordingly, problems of these facilities can be handled in a more effective manner through the Foundation.
On the other hand, construction works of certain facilities had commenced in Lice, Diyarbakır, i.e. one of the most under-developed regions of our country, on 24.10.1999, and these facilities have been transferred to the relevant state organizations upon completion of construction works in 2004
Below are the facilities
of over 20.000 square meters under construction at an area of
120.000 square meters:
- building for classrooms of a primary school
- A multipurpose hall
- A high school with mixed curriculum
- A workshop
- A dormitory for boys / girls
- A public training centre
- Personnel houses
- A Hospital
Construction works of the following facilities shall commence as the second-stage investments upon commissioning of the above facilities. Accommodation facilities shall be operated under framework of the Group.
- A Rest Home
- A nursery home
- An accommodation facility
These facilities shall be donated to the relevant state organizations for public service upon completion of construction works, and furnishing thereof by the Foundation in every detail.
Furthermore, it is planned
to establish a university under framework of the Foundation although
it has not been projected yet.
Conclusion
Although not so long time passed since its incorporation, Halis Toprak Foundation has undertaken rather comprehensive initiatives towards realization of its objectives, and provided support to many people and organizations by expanding its borders with each passing day. Halis Toprak Foundation has never considered, nor shall consider its achievements sufficient, and is committed to increase its strength further and bring its charity activities to higher levels
